Bayview Transportation Improvements
Project Study Plan
Introduction
The City of San Francisco is beginning a series of
studies of truck traffic in the Bayview and Hunters Point Shipyard
areas. These studies will evaluate a number of potential truck routes
in the area to resolve or address the adverse effects of truck traffic.
The primary purpose of the project would be to:

Provide an alternate designated route for future truck traffic
from US Highway 101 to the planned industrial portion of the
redeveloped Hunters Point Shipyard and minimize travel times
to the industrial portion of the Shipyard as well as the existing
industrial areas of Bayview.

This alternate designated truck route between US101 and existing
and planned Bayview industrial areas will greatly reduce truck
traffic on Third Street and other residential streets, thereby
reducing conflicts between truck traffic and residential uses,
and between truck traffic and the new Muni Third Street Light
Rail line.
The study area is bounded generally by Cesar Chavez Street to the
north, the City and County of San Francisco boundary to the south,
US Highway 101 to the west and San Francisco Bay to the east. Within
this study area there is a mixture of industrial, commercial and
residential uses.
Public Input and Outline of Actions
The planning, preliminary engineering and environmental review stage
for the Bayview Transportation Improvements Project will take approximately
three years. There are seven districts to this stage:

Initiation of the Public Information Process including a Scoping
Meeting, March 04-June 04

Completion of the Initial Environmental and Site Studies, Spring
04-Spring 05

Indentification of Roadway Requirements, Spring 04-Spring 05

Preparation of the Draft Environmental Impact Report/Statement,
Spring 05-Spring 06
-
Publication of the Draft Environmental Impact Report/Statement,
and completion of Public Hearing & Written Comments, Spring
06
-
Identification of the Locally Preferred Alternative, Fall 06
-
Completion of the Final Environmental Impact Report/Environmental
Impact Statement, Fall 06-Spring 07
Project Funding
Almost 100 percent of the funding for the project comes from a Federal
Highway Administrative Grant and matching funds. Accordingly, federal
regulations govern how this money can be used and how decisions
must be made.
