Affordable Housing + Economic Development
The Affordable Housing Program sets forth the Agency process
for creating new affordable housing units in BVHP. A detailed implementation
program, the Framework Housing Program, will describe
proposed Agency and City housing activities in BVHP. Of significance
is the maintenance of the existing mix of ownership and rental housing.
The Affordable Housing Program will encompass a range of housing
types, both rental and ownership, and including multi-bedroom family
housing and one bedroom dwellings. Moreover, the affordability target
would be set at the area median income ("AMI") in BVHP,
which is lower than the citywide AMI. In addition, a Model
Block Single Family Rehabilitation Program will be established
to address repair and improvement of single family homes on a block-by-block
basis in the community.

The Economic Development Program is designed to alleviate blight,
directly and indirectly, and thereby stimulate private sector investment
and development in the area and job and entrepreneurial opportunities
for local residents. Due to the large size and the diversity of
the BVHP community, public investment will be focused within community-identified
catalyst areas in the seven economic development Activity Nodes
identified in the Concept Plan. The seven Activity Nodes, as shown
on the Activity Nodes and Planning Areas map are: (1) the Northern
Gateway; (2) the Town Center; (3) the Health Center; (4) the South
Basin District; (5) the Oakinba Activity Node; (6) Hunters Point
Shoreline; and (7) Candlestick Point. In the Activity Nodes, new
residential development will be encouraged in appropriate locations
along Third Street to take advantage of the opportunities for transit-oriented
mixed-use development along the new Third Street light rail line
and to bolster existing residential uses in the vicinity. Land not
adjacent to Third Street will retain the existing land use controls.
