Major Redevelopment Programs + Community Enhancements
Together, the redevelopment plan amendments for Hunters Point,
India Basin Industrial Park, and Bayview Industrial Triangle will
establish three major community redevelopment programs: and Affordable
Housing Program, and Economic Development Program, and a Community
Enhancements Program.
A Community Enhancements Program will be established to
improve and enhance community character through the creation of
Design Guidelines and various improvment/enhancement
programs. The Design Guidelines will guide the design and appearance
of new construction, particularly mixed-use transit-oriented development
along Third Street. Improvement and enhancement programs will include
Streetscape Plans for the three major roadways in
the community: (1) Third Street; (2) the northern route into the
Shipyard along Carroll Avenue and a proposed connection across Yosemite
Slough.

A Framework Open Space Program will be created to
guide the improvement, maintenance and programming of publicly owned
open space in the area, in concert with the Recreation and Park
Department. In addition, staff will strive to coordinate with local
and state agencies regarding other open space resources in the BVHP
area, including potential open space land along the waterfront of
the San Francisco Bay, India Basin, South Basin and Yosemite Slough,
through a Comprehensive Open Space Strategy.
Agency staff is also working with the Department of Public Works
and other city departments and the San Francisco County Transportation
Authority on a number of major public improvements for BVHP. Currently,
the Department of Public Works is evaluating a southern arterial
route between U.S. Highway 101 and the Hunters Point Shipyard across
Yosemite Slough, and a Carroll Avenue Overpass that would create
an arterial connection along Carroll Avenue between the South Basin
area east of Third Street and Bayshore Boulevard.
